The bar chart shows the average number of car journeys per day into the city centre made by residents and non-residents from 1996 to 2005. It also shows two changes: parking meters were introduced in 2000, and two streets were closed to traffic in 2003.
Overall, the number of journeys by residents decreased a lot over the period, while journeys by non-residents increased at first but then fell. Both changes had a big effect on the number of journeys.
From 1996 to 1999, residents made between about 9,200 and 9,800 journeys per day. Non-residents made fewer journeys, but their number increased from 5,000 in 1996 to about 8,200 in 1999.
After parking meters were introduced in 2000, the number of resident journeys dropped by half to about 5,000, but non-resident journeys stayed at around 8,000 until 2002. When Westgate Street and Park Lane were closed in 2003, the journeys by non-residents fell sharply to 3,000, and residents' journeys also fell to about 3,900. In 2005, both figures increased slightly, to 4,000 for residents and about 4,900 for non-residents.
